The short answer
Fingerprint, face and palm readers process personal data, so Qatar’s Personal Data Privacy Protection Law (Law No. 13 of 2016) applies to biometric attendance and access control systems. Biometric data is not on the law’s list of “special nature” data. Even so, the law requires lawful processing, privacy by design, appropriate security and breach notification, and its penalties reach QAR 5 million. Employers should complete an impact assessment, keep biometric data to a minimum, secure it and delete it when an employee leaves.
